Permits: Iowa

Selling at and running markets in Iowa.

In Iowa, vendors making taxable sales need a permanent sales tax permit from the Department of Revenue, which issues no temporary permits, and event sponsors must register their events and identify the vendors. Homemade shelf-stable foods are cottage foods exempt from licensing; other event food needs a Department of Inspections, Appeals, & Licensing license.

Where the sources are unclear.

  • The cottage food page states no annual sales cap. DIAL's Food Safety Bureau says it launches a new online licensing system (SAFHER) in October 2026, so application links may change.
  • The farmers market and food pages do not mention local agencies issuing licenses; confirm with DIAL Food Licensing (515-725-5342) whether a county health department handles your event.
  • Blocked: the Iowa Secretary of State help page on licenses and permits (https://help.sos.iowa.gov/what-licenses-and-permits-do-i-need-my-business). No state business-registration topic is included; ask the Secretary of State or Iowa Department of Revenue whether anything beyond the free tax permit applies.
