Event permit.
Special Event Permit
The City Manager issues the permit if the event will not unduly disrupt traffic, strain police or fire services, risk injury or damage, and provides adequate sanitation and parking. The city's application form asks about food, alcohol, tents, propane and insurance, and lists a $10,000 surety bond for City property or a $500 deposit for private property.

Vendor and business licenses.
No general city business license
The City of Round Rock states it does not require a general business license. Businesses must still file a DBA with the County Clerk, and a vendor selling taxable goods needs a Texas sales tax permit (listed separately).

Sales tax.
Texas Sales and Use Tax Permit
Texas treats market sellers as engaged in business in the state, so they need a sales tax permit even for a temporary booth unless an exemption such as the occasional-sales exemption applies. Apply through the Comptroller's online registration, by mail or at a field office.

- Texas Comptroller of Public Accounts
- When
- Sellers at a fair, festival, market or show who sell taxable items or services, take orders, or use the event to promote sales, including sellers from outside Texas
- Fee
- There is no fee to apply for a permit
Event promoter sales tax responsibility
Promoters are treated as sellers too and must collect and remit tax on their own sales and on sales by people at the event who have no active permit and no exemption. Checking vendors' permits is how an organizer avoids that exposure.

What the rules ask of you about vendors.
Under Texas Comptroller guidance, an event promoter must collect and remit sales tax on sales by vendors who lack an active Texas sales tax permit, unless those sales are exempt. For vendors claiming the occasional-sales exemption, the promoter needs a letter from the seller and both must keep records for four years. Official page

Common questions.
What permits do I need to host a vendor market?
Usually an event permit from the city or county, licenses and sales tax registration for vendors, and temporary food permits for anyone selling food. Parks, streets, tents and cooking can add more. Pick your city above to see the exact list.
Do I need a permit for a pop-up market on private property?
It depends on the city. Some only require permits on public property; others, like zoning temporary-use permits, apply anywhere. The checklist shows what each city's official pages say.
