The form tells sellers who attend 3 or more shows a year to register for a permanent Virginia sales tax account. The rate is 6% in the Northern Virginia localities it lists, and the extra regional 0.7% is not charged on food bought for human consumption.

What the rules ask of you about vendors.
For Town-sponsored public events, the Town's meals tax schedule lets an organizer pre-arrange the flat meals tax for all food vendors, in which case the organizer reports a vendor list and pays the total itself. It also asks organizers to send Finance a list of all prepared-food vendors 60 days before the event, with updates 30 days, 10 days and 5 business days before and again 5 business days after.
