Special event permit (major or minor)
Organizers apply through the city's online permit portal and submit a vendor list with business name, contact, address, phone and sales tax permit number. If any vendors lack Oklahoma sales tax permits, the organizer must get a special event sales tax permit from the Tax Commission and give the city a copy. The city also requires a certificate of general liability insurance of not less than $1,000,000 per occurrence.

Vendor and business licenses.
Outdoor Seller License (not an event booth permit)
Tulsa's Outdoor Seller License needs a notarized application with a copy of the Oklahoma sales tax permit and, for private-property sellers, the landowner's notarized authorization. The city decides within seven business days. For events, the Special Events Office asks the organizer for a vendor list including each vendor's sales tax number and lists no separate city vendor license.

What the rules ask of you about vendors.
Oklahoma requires the organizer to apply for a special event permit, give vendors sales tax report forms, collect the reports and tax at the end of the event, and file and remit within 15 days afterward, along with a vendor list showing name, address, phone and sales tax permit number. The organizer is liable only for tax it actually collected from vendors. Official page

Common questions.
What permits do I need to host a vendor market?
Usually an event permit from the city or county, licenses and sales tax registration for vendors, and temporary food permits for anyone selling food. Parks, streets, tents and cooking can add more. Pick your city above to see the exact list.
Do I need a permit for a pop-up market on private property?
It depends on the city. Some only require permits on public property; others, like zoning temporary-use permits, apply anywhere. The checklist shows what each city's official pages say.
How far ahead should I apply for an event permit?
Often 30 to 90 days. The median deadline across 111 places in our study is 45 days, and 43 want 60 or more.
