Running a vendor market in Tulsa.
To run a vendor market in Tulsa, the organizer applies to the City of Tulsa Special Events Office (a minor permit for private property only, a major permit if streets or sidewalks are used) and gets a special event permit from the Oklahoma Tax Commission. Food vendors need Tulsa Health Department permits.

What the rules ask of organizers about vendors.
Oklahoma requires the organizer to apply for a special event permit, give vendors sales tax report forms, collect the reports and tax at the end of the event, and file and remit within 15 days afterward, along with a vendor list showing name, address, phone and sales tax permit number. The organizer is liable only for tax it actually collected from vendors.
When to apply.
- Special event permit (major or minor): Major events 60 days before; minor events 40 days before; monthly events 30 days before
- Special event permit for promoters and organizers: Application must be submitted 20 days before the event starts
- Temporary or special event food license: Notify the health department 7 days before the event
Collect the paperwork with each application.
Ask vendors for their sales tax registration, business license, food permit and insurance certificate as required documents on your application form, so you can check them before you approve anyone. Booth fees, tickets and day-of check-in run from the same dashboard.

- The city's fee notice for January 2026 (https://www.cityoftulsa.org/media/29638/special-event-fee-changes-effective-january-2026.pdf) says special event application fees did not change, and adds a $200 late fee for major events filed under 60 days out and $100 for minor events filed under 40 days out. The Special Events Office page is dated June 11, 2025.
- A 2024 proposed Tax Commission rule amendment would also require a list of registered vendors at least 10 days before each event (https://oklahoma.gov/content/dam/ok/en/tax/documents/resources/rules-and-policies/agency-rules/proposed-rules/2024/710-Chapter-65.pdf); confirm with the Tax Commission whether it is final.
- No official page found for park or public-space permit rules as of 2026-10-10; ask the Special Events Office.
- The Outdoor Seller License application (June 2022 form) is for outdoor sellers, not event booths, and no Tulsa page read says vendors in a permitted special event need it; confirm with License and Collections at (918) 596-7640.
