Vendor waitlist

A vendor waitlist holds qualified applicants who did not get a space yet. If a vendor cancels, fails to pay or does not complete paperwork, the organizer offers the booth to the next person. It protects revenue and fills last-minute gaps, and it keeps good vendors for next time.
