Special Event Information Form and site plan (Fire Marshal review)

The organizer submits a Special Event Information Form and a drawing of the event layout to the Fire Marshal's Office. The guide also covers booths and vending carts, tents, generators, propane, cooking equipment and fire lanes, and says food trucks and carts must pass a fire and life safety inspection before operating. Where the sources are unclear.

  • The Fire Marshal's special events guide is dated 5/8/2017. It lists 301-600-1479 for the Fire Marshal's Office, while the county Special Events page lists 301-600-9000; confirm the current contact.
  • The Maryland transient vendor license does not apply to exhibitors at fairs, trade shows and flea markets (https://services.marylandcomptroller.gov/taxes?id=kb_article_view&sysparm_article=KB0010143). The Frederick County Circuit Court Clerk's office, (301) 600-1965, can say whether a trader's license applies (https://www.mdcourts.gov/clerks/frederick/business).
  • No official page found for a Maryland state promoter or organizer duty regarding vendors' sales tax licenses as of 2026-10-10; ask the Comptroller of Maryland.
  • This page covers Frederick County government. The City of Frederick and other municipalities may add their own rules, which were not researched.
  • The county's zoning ordinance, Section 1-19-8.700 (https://frederickcountymd.gov/DocumentCenter/View/334390/Chapter-1-19-Zoning), lists carnivals, festivals, public gatherings, sales and bazaars among the outdoor activities needing a temporary use permit, and requires a 100-foot buffer from adjacent property lines. The county's Special Events page still only points to the Fire Marshal, so ask Planning and Permitting (301-600-2313) whether a vendor market on a given parcel needs this permit. The permit info sheet is undated. The City of Frederick's own event rules were not read.
