Running a vendor market in Raleigh.
To run a vendor market in Raleigh, the organizer applies for a City of Raleigh special event permit if the event uses public rights-of-way, plazas or Dix Park. Food vendors apply to Wake County for a temporary food permit, and vendors register with the NC Department of Revenue for sales tax. North Carolina cities no longer levy privilege license taxes.

Vendor and business licenses.
No city or county privilege license tax
State law repealed the power of cities (G.S. 160A-211) to levy privilege license taxes on businesses for tax years starting on or after July 1, 2015, and repealed the county equivalent (G.S. 153A-152). What the rules ask of organizers about vendors.
North Carolina requires the operator of a specialty market or event to keep a daily list of every vendor selling there, showing each vendor's name, permanent address and certificate of registration number, and to keep those lists and vendor documents for at least two years. Operators are also expected to check that vendors show a valid certificate.
When to apply.
- Special Event Permit: Tier I: 90 days; Tier II: 45 days; Tier III: 30 days before the event
- Temporary Food Establishment (TFE) permit: Application must be received at least 15 calendar days before the event
Collect the paperwork with each application.
Ask vendors for their sales tax registration, business license, food permit and insurance certificate as required documents on your application form, so you can check them before you approve anyone. Booth fees, tickets and day-of check-in run from the same dashboard.

- Raleigh's Special Event Policy (https://cityofraleigh0drupal.blob.core.usgovcloudapi.net/drupal-prod/COR13/SpecialEventPolicy.pdf) lists markets as general events and sorts them into tiers: Tier I is larger (more than 500 attendees, multi-block closures or infrastructure needing Fire Marshal permits), Tier II is up to 500 attendees on at most one closed block or off-street site, and Tier III is up to 200 attendees off-street or in alleys with no road closures. It sets the same 90, 45 and 30 day deadlines.
- The policy defines a special event as one that uses or impedes a public right-of-way. No official page read says whether a market held entirely on private property needs a city permit; ask the Special Events Office.
