Running a vendor market in Newark.

To run a vendor market in Newark, an organizer applies through the city's online Special Events portal when the event uses city property, vendors register with the New Jersey Division of Taxation for a Certificate of Authority, and the city licenses businesses through its Office of Central Licensing and Permits. Confirm food permits with the health department.

Food vendors.

Temporary retail food: Newark local health department approval

The NJ Department of Health points temporary retail food (town days, carnivals, farmers markets) to the local health department, and in Newark the Food & Drug Bureau licenses and inspects food businesses under the State Sanitary Code, Chapter 24, and issues food handling permits. Neither page describes a separate event application, fee or lead time, so a food vendor should contact the Bureau before the event.

What the rules ask of organizers about vendors.

New Jersey's flea market publication tells operators to inform every vendor using their space to sell taxable goods that the vendor must register with the state and collect and remit sales tax, and that vendors must display their Certificate of Authority. Space rent alone is not taxable, but rent that includes equipment such as tables is. Promoters of ticketed events have the separate admission tax duty listed above.

Where the sources are unclear.

  • The special event portal page states no permit fees or insurance minimums; ask the Special Events office.
  • The Division of Taxation's flea market publication (ANJ-15) is dated Rev. 10/17. It and the promoter Q&A page say to register 15 business days before starting business; the vendor information page says 15 days. No registration fee is stated on the pages read.
  • New Jersey's sales tax pages do not set a vendor-count threshold: one-time vendors must register too.
  • No official Newark page was found describing a temporary or event food permit, application, fee or lead time as of 2026-10-11; the temporary-food entry is the state's pointer to the local health department plus the Food & Drug Bureau's role. Ask the Newark Division of Environmental Health, Food & Drug Bureau (94 Williams Street) before a food vendor sells.
  • Newark's Food Caterer business license page lists a $100+ price with an August 31 expiration and requires a food handling permit; the Festivals license page lists $100+ with no expiration shown. Newark's separate special event fee pages (/542, /480) were not read.
