Permits: Rochester, NY

Running a vendor market in Rochester.

To run an outdoor vendor market on City of Rochester streets or parks, the organizer applies to the Office of Special Events for a Festival permit, four months ahead. Food booths need Monroe County Department of Public Health permits, other vendors may need a City Clerk solicitor license, and all sellers need a New York Certificate of Authority.

Fire safety, tents and cooking.

Fire safety rules and third-party tent inspections

The City tells applicants to read its fire safety guidelines on power and cooking before applying, and certain tents and structures need an on-site as-built inspection by a third-party engineer the event hires before it opens to the public. The linked guidelines PDF could not be read, so details are not listed here.

Organizer duty

What the rules ask of organizers about vendors.

New York State bars a show promoter from letting anyone sell taxable goods at a show unless the seller is registered with the Tax Department, and requires the promoter to make sure each vendor displays a valid Certificate of Authority. Starting with the fourth show a year, promoters must keep each vendor's name, address, certificate number and rent paid for three years and file Form DTF-727 after each show.
